Rep. David Boutin (R-Hooksett)

Experience: State Rep. 2007-present, Hooksett Town councilor, 2009
Committees: Ways and Means
Residence: Hooksett
Marital Status: Married
Birth date: 1/27/1953
Education: BS Northeastern University, 1975; MS University of Rhode Island, 1980

What can you do to help create jobs? As a member of the House Ways and Means Committee, I voted against all of the tax and fee increases, the most egregious being the job killing, small business income tax (LLC tax). I've co-sponsored legislation to repeal that. Since 2007, when the Democrats took majority control of the Legislature, we've seen spending increase by 23%, 70 new taxes and fees, and this consistent passage of new regulations and laws that create an anti-business climate. Rather than discouraging businesses, we need to encourage businesses to grow and create jobs.

What's your position on the LLC tax? The Democrats have the majority in the House, and they did not give us the opportunity, nor did they give the small business community the opportunity to be heard on this. We are going to push as hard as we can to repeal that tax.

Where do you stand on adding tolls to I-93? Absolutely not. We Republicans in the Legislature, would fight (against tolls), along with my good friend Sen. Robert Letourneau (R – Derry, District 19), I'm right square behind him on that issue.

Do you support legalized gambling? I'm opposed, always have been. The issue here is... the state doesn't have a revenue problem, we have a spending problem. If we cut spending, we won't need gambling to cover our back side.

What's your position on the state's gay marriage law? I voted against civil unions, the same-sex bill and transgender bathroom bill. What’s your reaction to the campaign for a referendum? I think that's a good idea, let the people speak.

What is the biggest difference between you and your opponent? He voted for an income tax, a statewide property tax, he voted for every increase in the tobacco tax. He voted for this last budget which included the small business income tax, the $30 surcharge on auto registrations, and the gambling tax. He voted for those and I did not.  First and foremost, I'm a fiscal conservative, a Republican tax fighter and a defender of personal liberties, especially second amendment rights.

Rep. Jeff Goley (D-Manchester)

Experience: State Rep. 1998-2002, 2004-present
Committees: Labor, Chair
Residence: Manchester
Marital Status: Married
Birth date: 9/15/1967
Education: Graduated Manchester Central High School

What can you do to help create jobs? I believe that small business will drive the recovery and job creation. That’s why I’ve supported targeted tax credits to reduce the burden for companies that invest in research and development, helping to create good paying jobs. It’s also why I supported the HealthFirst initiative which is on track to reduce health care costs for small businesses by 15% -- providing companies with savings they can put to work to grow and hire additional employees.

Going forward, I’m also excited about the jobs program, NH Working, which Governor Lynch unveiled at his State of the State address. The three part plan will help Granite Staters hold onto the jobs they have, provide incentives to businesses to hire new workers, and give individuals the opportunity to develop the skills they need to make sure they are ready to work at new jobs.

What's your position on the LLC tax? I don’t think the LLC tax should be implemented in its current form. Businesses across the state have voiced significant concerns about this new tax and I share many of these concerns. That’s why I support Senator Lou D’Alessandro bi-partisan effort to reform the LLC tax.

Where do you stand on adding tolls to I-93? I don’t support adding tolls to I-93.

Do you support legalized gambling? Legalizing gambling is a good way to generate additional revenue without increasing taxes. But I think more work needs to be done to develop a balanced proposal that maximizes the revenue benefits of expanding gambling while minimizing the social costs.

What's your position on the state's gay marriage law? I support equality for everyone in the Granite State. I also believe that the people of New Hampshire want their representatives to be moving the state forward, not revisiting the past. That’s why I’m focused on passing legislation that will put people back to work and help those hit hardest by the recession.

What is the biggest difference between you and your opponent? I believe that New Hampshire can keep spending and taxes low while helping those hit hardest by the recession. Today, too many politicians are suggesting that we must decided between keeping taxes low and helping those out of work. We know this is a false choice. New Hampshire has the 4th lowest per-capita spending in the country, our state has been ranked by the Conservative Tax Foundation as having one of the best business tax climates in the country, and at the same time unemployment is 3% lower than it is nationally. While this is all good news, it is not good enough and as the next state Senator I’m committed to keeping taxes low while also supporting innovative policies like New Hampshire working to help those hit hardest by the recession get back to work.
